In rural housing figuring out what to do with the run off from the roof is always a problem. The runoff from the roof if deposited next to the foundation usually creates a wet cellar. Traditionally gutters were installed to take the water away from the drip line of the roof. Unfortunately gutters are an ineffectual and problematic solution. They fill with debris and require constant cleaning. Animals and birds build nests and clog the pipes. Snow and ice fill the gutters in the winter and the weight pulls the gutters loose from the soffet. They also create a moist environment that rots the soffets.
I always recommend surface drains to avoid all these problems.
